National planning and coordination of animal research in South Africa.

The Department of Agriculture makes the biggest financial inputs into animal research in South Africa. It is therefore appropriate to examine the organization and objective management system of the Department when national planning and co-ordination of animal science research is discussed. The existing system of the Department makes it possible to plan and coordinate a large and complex organization serving a widely divergent industry. A complexity of problems limiting development and with serious restrictions on manpower and funds necessitated the development of an integrated policy / research project/financial computerized system. The mandate for animal science research encompasses the entire spectrum from the basic / fundamental to the applied / practice orientated. The organizational structure consists of the two research institutes for Animal and Dairying and for Veterinary Science and the seven Regional Laboratories with field stations spread over the country. The Livestock Improvement Act 1977 and the Advisory Board with its committees, serve as important instruments for regulation and consultation. At head office where all research projects are finally coordinated, the Directorate is served by an advisory staff of technical work groups which include the top and middle management of the institutes and regional laboratories.
